Job Description:

Outline of the tasks to be carried out: Within the broad guidelines for Universal Health Care (UHC) pilots issued by the Ministry of Health & Family Welfare, States need expert advice and support in the design, implementation, monitoring and evaluation of UHC Pilots, considering their unique conditions. This task, which the incumbent is expected to lead under the guidance of Adviser, would involve desk work, consultations and action both at the National, State and UHC Pilots implementation levels.

Qualifications and Experience :

Essential Qualifications: 

(i) Master’s Degree in Economics / Statistics / Econometrics / Management with a specialization in health or
(ii) Graduate in “health-related discipline” with Post-Graduate degree in “Public Health / Community Medicine / Management” from a recognized University/Institute and
(iii) At least seven years of professional experience in planning or execution of projects or academic work in the Health Sector and
(iv) Knowledge of a statistical application such as R, Stata and office productivity applications like spread-sheet, e-mail client.

Duration: The appointment will be on contract basis for a period of twelve months only, which will not be further extended.

Age Limit: 
 The maximum age limit shall be 65 years. Retired government servants with the last drawn grade pay of Rs.7600/- and above, with at least 7 years’ experience in the health sector, possessing sound health and not over the age of 65 years would also be eligible to apply.
Fee and Conveyance: The Consolidated fee shall range between Rs.40,000/- to Rs.70,000/- per month depending on qualifications & experience.
Local conveyance: The Consultant will be paid an additional amount of Rs. 3000/- per month, as local conveyance.

• Qualification: 5 yrs integrated degree in Law / Graduate with LLB from any institution / University recognized by the UGC /AICTE and approved by the Bar Council of India having 2 yrs post qualification experience or more as legal practitioner or as an officer in a large reputed Industry / institute / legal firm / commercial house etc. in handling labour / industrial / civil / criminal / taxation / service matter and dealing / drafting contract matters or in judicial service.

• Age Limit: 33 years as on 01.04.2013 for SC category candidates.

J. Radiographer 

Pay band ` 6300 - ` 20200 with Grade Pay ` 3600

• No of positions: 03 (SC-01 | UR-02)

• Qualification: Higher Secondary with Physics, Chemistry and Biology from WBHSE or equivalent with 2 years Diploma in Radiography (Diagnostics) / DRD (Tech.) recognised by the Govt. of West Bengal OR Postgraduate diploma in Radiography (Diagnostics) / DRD (Tech.) from any recognised university. Preference will be given to candidates having 01 (one) year experience in any Hospital or in a clinical establishment.

K. Pharmacist

Pay band ` 6300 - ` 20200 with Grade Pay ` 3600

• No of positions: 01 (SC-01)

• Qualification: Higher Secondary with Physics, Chemistry and Biology or equivalent and 2 year diploma course in Pharmacy recognised by the Govt. of West Bengal and registered as 'A' category Pharmacist under the West Bengal Pharmacy Council / Pharmacy Council of India. Preference will be given to candidates having 01 (one) year experience in any Hospital or in a clinical establishment.

L. Laboratory Technician

Pay band ` 6300 - ` 20200 with Grade Pay ` 3600

• No of positions: 02 (SC-01 | UR-01)

• Qualification: Higher Secondary with Physics, Chemistry and Biology or equivalent and 2 year diploma course in Laboratory 

technology from any institute or University recognised by the UGC or B.Sc from recognised university with 1 year Diploma course in Laboratory Technology recognised by the Government of West Bengal. Preference will be given to candidates having

M. Librarian

APPLICATION FEE & MODE OF PAYMENT:

General and OBC candidates are required to deposit a non-refundable Application Fee of ` 300/- (Rupees Three Hundred only). SC / ST /

EC / Contractors’ workers / Departmental candidates are exempted form deposition of Application Fees. The application fee is to be 

deposited through Demand Draft / Bankers Cheque drawn in favour of ‘THE WEST BENGAL POWER DEVELOPMENT CORPORATION 

LIMITED’ payable at Kolkata. Candidates are mandatorily required to mention their name, system generated registration no. and position 

applied for at the reverse of the demand draft / bankers cheque.SELECTION PROCESS:

Eligible candidates will be required to appear for written test to be held in Kolkata only.

• For the position of Trainee – Operator / Technician, Assistant Sub Inspector (Security), Nurse cum Midwife, Radiographer, 

Pharmacist, Laboratory Technician, Librarian, Security Officer and Medical Officer, selection will be made on the basis of written 

test and interview only. However, candidates appearing for the written test shall be shortlisted for appearing in the personal 

interview. 

• For the positions of Assistant Manager – IT and Assistant Manager – Legal, selection will be made on the basis of written test, 

group discussion and interview. However, candidates appearing for the written test shall be shortlisted for appearing in the 

group discussion and personal interview.

• For Assistant Teacher, selection will be made on the basis of written test, class demo and personal interview. However, 

candidates appearing for written test shall be shortlisted for appearing in Class Demo and Personal Interview. 

• For Stenographer position selection will be made on the basis of written test, trade test (short hand & computer proficiency) 

and personal interview. However, candidates appearing for the written test shall be shortlisted for appearing in the trade test

(shorthand & Computer Proficiency test) followed by Personal Interview. 

Besides, final offer of appointment shall be made upon review of reports of medical fitness test of the candidate.

2. The candidates can access the online application form at www.wbpdcl.co.in . Online registrations will be open from 10:00 hrs of 07.08.2013 to 17.00 hrs of 06.09.2013.

3. All correspondence with candidates shall be done through E-mail only. All information regarding examination schedule / download of Admit Card / Interview Call letters, etc. shall be provided through E-mail only or through the WBPDCL website. Further mentioned,that no hardcopy mailing of Admit Card / Interview Call letters shall be done by the WBPDCL. Responsibility of receiving, downloading and printing of Admit Card / Call Letter shall be that of the candidate.
